By a vote of 3-2, the West Palm Beach city commission voted against building a 25-story class A office tower on a waterfront lot zoned for 5 stories per The Palm Beach Post.

The project, called One Flagler and proposed by the Related Group, has been contentious from the start. Opponents argued that it constituted spot zoning and would negatively impact views and traffic in the neighborhood. Proponents countered that the tower would bring much-needed class A office space and spur economic development. Last month, the city’s Downtown Action Committee voted unanimously to rezone the area in an effort to advance the project.

The vote came after six hours of public testimony and commission debate. In voting against the project, the commission said they liked it, but felt it violated a compact with voters and didn’t belong on the waterfront.

The vote would have created the Okeechobee Business District, aimed at attracting development of high-end office space along Okeechobee Boulevard. But city officials acknowledged that creation of the district was spurred by Related’s plans for One Flagler.
