Downtown Elgin is known at the city’s hub of activity. The downtown area also has several private schools including the Elgin Academy, St. John's Lutheran School, and St. Joseph School. Elgin is home to several colleges as well, including Judson University and Elgin Community College.

One of the most popular attractions in Downtown Elgin is the Grand Victoria Riverboat Casino, which offers live music and entertainment to the citizens and visitors from all over the state. Elgin is also home to numerous music and performing groups, including the Elgin Symphony Orchestra and the Janus Theatre Company. The Elgin Community College and Hemmens Cultural Center both host many productions every month, ranging in price and type of performance, from dance companies, to choruses, to widely known performers.
